PROBLEM TO BE SOLVED: To provide an ID transmitter and a roadside radio device, capable of detecting whether a mobile body holding a radio communication instrument is moving or resting. SOLUTION: A pedestrian carries the ID transmitter 102 which transmits an ID. The ID transmitter 102 includes a walking vibration detection part 201 which detects a vibration caused when the pedestrian walks, and a transmission part 203 which transmits the ID upon detection of the vibration. The transmitted ID is received by a receiving part of the roadside radio device set on a road, and a processing part of the roadside radio device detects whether the pedestrian carrying the ID transmitter 102 is walking or not depending on whether the ID is received or not.
