PURPOSE: A scalable encoder and a decoder using a frame sorting and the method are provided to restore to a high resolution of a high definition based on a key frame encoded to the high resolution by classifying an input moving-picture into the key frame and a non-key frame, encoding frames corresponding to the key frame to the high resolution, and encoding the non-key frame to a low resolution. CONSTITUTION: A frame sorter(101) classifies a high resolution input moving-picture into a key and a non-key frame. A high resolution encoder(104) encodes key frames and creates a high resolution encoded frame. A contractive mapping part(102) changes a resolution of the non-key frames and creates a low resolution non-key frames. A low resolution encoder(103) encodes the low resolution field key frames and creates the low resolution encoded frame. A multiplexer(105) merges with the high resolution and the low resolution encoded frames and transmits. |
