<P>PROBLEM TO BE SOLVED: To firmly, easily and safely attach a cylindrical object such as an insert nut to the inner surface of the weir plate of a frame. Ž<P>SOLUTION: A rodlike or wirelike tensile member is allowed to pierce the weir plate from the outside to the inside to be protruded and an elastic cylindrical member is mounted on the outer periphery of the inside of the weir plate. A flange part is formed on the leading end side of the part, on which the elastic cylindrical member is mounted, of the tensile member: when the tensile member is drawn and moved in the outside direction of the weir plate by an operation means, the elastic cylindrical member is compressed by the inner surface of the weir plate and the flange part to be increased in its diameter; when the tensile member is moved in the inside direction of the weir plate, the elastic cylindrical member is contracted in its diameter.
