<P>PROBLEM TO BE SOLVED: To provide a rotary compressor and a refrigerating cycle device with reduced operating noise. Ž<P>SOLUTION: This rotary compressor 50 includes a sealed case 60, a compression mechanism 100 stored in the sealed case 60, a motor 70 for driving the compression mechanism 100, a discharge hole 124 provided to the main bearing 130 of the compression mechanism 100, a discharge valve 125 for opening and closing the discharge hole 124, a discharge muffler 140 for covering the discharge valve 125, an expansion chamber 142 formed of a main bearing 120 and the discharge muffler 140, and a muffler discharge hole 149 communicating the expansion chamber 142 with the outside of the muffler 140. The rotary compressor further includes a first throttle part 144 and a second throttle part 145 provided at two locations in the circumferential direction of the discharge muffler 140, and a first hollow part 147 and a second hollow part 148 partitioned with the first throttle part 144 and the second throttle part 145 in the expansion chamber 142, wherein the circumference of the second hollow part is 1.3 to 1.7 times that of the other hollow part.
