PROBLEM TO BE SOLVED: To provide a fixing device that obtains a wider nip without increasing the diameter of a heat roller, and to provide an image forming apparatus. SOLUTION: A fixing section 14 includes a heat roller 31 and a pressure belt 32. The fixing section also has a pressing member 34 that is disposed in contact with the back of the pressure belt 32 and firmly presses the pressure belt 32 toward the heat roller 31. The pressing member 34 has: a rigid pad 41; and an elastic pad 42 that is located further upstream more than the rigid pad 41 in the conveyance direction of a sheet, projects beyond the rigid pad 41 toward the heat roller 31, and is more flexible than the rigid pad 41. An angle formed between a face of the elastic pad 42 which is opposed to the heat roller 31, and the direction in which the pressing member 34 is firmly pressed toward the heat roller 31 is ≥95° and ≤105°.
