<P>PROBLEM TO BE SOLVED: To provide a plasma display panel with excellent image quality by solving such a problem as temperature dependency of discharge delay, since a protection layer by a conventional MgO thin film has high temperature dependency of electron discharge so as to have more problems of lighting failure due to deterioration of electron discharge performance as temperature gets lower. Ž<P>SOLUTION: The plasma display panel 1 includes a protection layer 14 while column-shape mother crystals 14a oriented to (111) with particle diameters of 20 to 100 nm and fine crystals 14b with particle diameters of 1 to 10 nm are intermingled.
