PROBLEM TO BE SOLVED: To provide a sound-absorbing and water-shielding mat having excellent processability, wherein adhesiveness between a surface material and a liner material made of sound-absorbing and water-shielding short-fiber nonwoven fabric is improved to obtain excellent sound absorption performance and water-repellency performance and deformation is not caused when handling. SOLUTION: For forming the sound-absorbing and water-shielding mat 1 having a peel strength of at least not less than 10 N/25 mm, water-repellent short-fiber and non-water-repellent short-fiber including heat-bondable composite short-fiber are mixed within a range 5/95 to 55/45 of filament mix rate, and short-fiber nonwoven fabric 3 of 200 to 500g/m<SP>2</SP>density mass formed so that its air permeability ranges from 50.0 to 300.0 cc/cm<SP>2</SP>/sec and its initial extension elastic modulus ranges from 30 to 1000 N/5 cm/100% is integrally laminated with an surface material 2 whose density mass is within a range 500 to 2000 g/m<SP>2</SP>via a heat-bondable porous sheet 4 of 50 to 250 g/m<SP>2</SP>of density mass.
