PROBLEM TO BE SOLVED: To attach a security property corresponding to security levels of a plurality of functions to which setting operation is performed by a setting operating part, wherein the opening of a door provided in a body case enables operation of the setting operating part. SOLUTION: The body case 2 of this security apparatus 1 is provided with an upper case 3 in an openable/closable manner, and the upper case 3 is usually locked by an electric key 5. Personal authentication using an IC card given to a user and a maintenance person releases the lock of the electric key 5 and invalidates a notification, to open the upper case 3, which enables a user operating part 9 to be operable. The body case 2 is provided with an inner door 8 inside, the opening/closing of which can be operated when the upper case 3 is opened. A dedicated key belonging to the maintenance person releases the lock of a mechanical key 11 of the inner door 8 and invalidates the notification, to open the inner door 8, which makes a setting operating part 14 operable.
