PROBLEM TO BE SOLVED: To surely detect the depressed consciousness of an operator during the driving operation of an industrial vehicle or industrial machine that vibrates greatly. SOLUTION: The movement averaging processing of a prescribed time is performed to a pressurizing force detected by a pressure detection means 10 provided at a boundary part 4 between a seat face 3 and a back face 2 of a driver's seat 1, and a threshold is set according to the pressurizing force detected by the movement averaging processing, and it is decided that operator's consciousness is depressed when the pressurizing force detected by the pressure detection means 10 is equal to or greater than a predetermined value, and a depressed consciousness signal is output.
