PROBLEM TO BE SOLVED: To ensure fitting of a heat insulating material to a raised portion of a building foundation and improve construction workability. SOLUTION: A heat insulating foundation structure 10 includes a foundation heat insulating material 40 joined to the raised portion 30 made of cured and hardened concrete and a foundation concrete portion 20. When the foundation heat insulating material 40 is joined, cast-in concrete enters between foamed bubbles and heat-resistant short fibers of a heat insulating material body 42 in a concrete contacting surface 40S of the foundation heat insulating material 40 to be cured and hardened to fulfill an exfoliation prevention function. The cast-in concrete covers around an anchor block 44b of the foundation heat insulating material 40 to be cured and hardened to fulfill the exfoliation prevention function.
