CONSTITUTION: A receiving unit(210) requests the connection to a certain URL included in tag information that a mobile terminal obtains from an offline tag. The receiving unit receives the tag information, and a determination unit(230) determines the provision of compensation for the providers of the tag specified to the tag information when the connection period passes a certain period in a URL. |
