PURPOSE: A video coding system, a division system, a coding method and a division method using a character recognition are provided to specify division information included in image by equipping the terminal device from an operator. CONSTITUTION: An accumulating unit(26) accumulates an image including the division information expressed in character. In case the division information is given to an image, a recognition unit confirms the accuracy of the division information. A terminal inputs the division information. The recognition unit confirms the accuracy of division information by performing a character recognition process about division information.
