<P>PROBLEM TO BE SOLVED: To efficiently remove electricity from a material to be transferred, without requiring, for example, feedback control for biases applied to electricity removal members. Ž<P>SOLUTION: An intermediate transfer belt 2 and the material 3 to be transferred is sandwiched between a secondary transfer roller 4a and a secondary transfer counter roller 4b, and secondary transfer is carried out in a nip area. Charges are supplied to the material 3 to be transferred on the secondary transfer roller 4a by a secondary transfer bias power source 5. The electricity removal member 6 is disposed on the transfer output side of a transfer position and in a space sandwiched between the secondary transfer belt 2 and the material 3. The electricity removal member 7 is disposed on the transfer output side of the transfer position and in a space sandwiched between the secondary transfer roller 4a and the material 3. Electricity removal member bias power sources 8 and 9 are connected to the electricity removal members 7 and 8 respectively to apply predetermined potentials thereto.
