PURPOSE: A transformation automating system report communication test device and a method thereof are provided to effectively test a report communication service for an upper operating system which performs a client role. CONSTITUTION: A properness verifier(10) verifies a report control block setup request of an upper operating system. A response analyzer(20) confirms and analyzes a response for an ACSI service request of the upper operating system of an IED(Intelligent Electronic Device). A transmission verifier(30) verifies whether a generated report is transmitted according to the report control block setup request by the upper operating system. A report performance decider(40) decides on report performance of the upper operating system.
