PROBLEM TO BE SOLVED: To prevent overflow in a buffer storing data temporarily.

SOLUTION: A write control means 1a performs processing for writing in data at a temporary storage means 1b. The temporary storage means 1b stores the received data temporarily. A read control means 1c performs processing for reading data stored in the temporary storage means 1b. A read and throw away control means 1d performs processing for discarding data read from the temporary storage means 1b.
