<P>PROBLEM TO BE SOLVED: To provide an underlayer treating method eliminating the defect of a current sand blast method for treating an underlayer of an underwater structure in the water that a large amount of sand as a blast material, removed objects and adhering objects are spread and deposited over a wide range in the water causing poor visibility during work and environmental pollution. Ž<P>SOLUTION: A jet water blast method is provided in which the on-site water is used as the blast material without adopting the sand blast method for treating the underlayer of the underwater structure. According to the jet water blast method, the water is turned into ultrahigh-pressure jet water of 20 to 100 Mp, which is jetted to the underwater structure by an underlayer treating device for jetting the ultrahigh-pressure water having the size that can be easily held by a diver, and the jetted water, the removed objects and the adhering objects are collected. Then the residue water is turned into the water meeting the environmental standards, and is discharged.
