PROBLEM TO BE SOLVED: To provide an annular member suppressing charge accumulation in a layer over a long period as compared with the case where a plurality of layers are laminated, to provide a method of manufacturing the same, and to provide an annular member tensioning and laying device and an image forming apparatus each including the annular member. SOLUTION: The annular member has a base material layer containing at least resin or rubber material and polyaniline, the surface resistivity of the outer surface of the base material layer being higher than that of the inner surface. The method of manufacturing the same is also provided. It is allowed to use the rubber material instead of the resin.
