<P>PROBLEM TO BE SOLVED: To solve the problem of stopping the operation of an air conditioner even in the case where an engine failure does not occur in a normal situation even if the operation of the air conditioner is not stopped. Ž<P>SOLUTION: A controller 1 determines a deceleration determination threshold value according to an engine rotation speed detected by an engine rotation speed sensor 2. The controller 1 calculates deceleration of an output shaft rotation speed according to the output shaft rotation speed of a transmission detected by an output shaft rotation speed sensor 3 so as to temporarily stop the operation of the air conditioner if the calculated output shaft rotation speed is at least the deceleration determination threshold value determined according to the engine rotation speed.
