<P>PROBLEM TO BE SOLVED: To provide a flame-retardant polyester resin composition and fiber structure restraining drip at the time of combustion and having high heat resistance and flame-retardant property. Ž<P>SOLUTION: This flame-retardant polyester resin composition contains at least (A) 40 to 90 wt.% of polyester resin occupied by at least 80 mol% of ethylene terephthalate unit, (B) 0.5 to 7 wt.% of organized swelling laminar silicate with 10 wt.% or less of weight loss on heating at 300°C and 1.8 nm or more of interlayer distance, and (C) 0.5 to 20 wt.% of polyorganosiloxane expressed with the following general formula (1). (C<SB>6</SB>H<SB>5</SB>)<SB>m1</SB>R<SP>1</SP><SB>n1</SB>SiX<SB>p1</SB>O<SB>(4-m1-n1-p1)/2</SB>(1). [In the formula, R<SP>1</SP>is a hydrogen atom or a monovalent organic group excluding a phenyl group, X is an OH group or a hydrolyzable group, and m<SB>1</SB>, n<SB>1</SB>, and p<SB>1</SB>are numbers conforming to 0.3≤m<SB>1</SB>≤1.8, 0≤n<SB>1</SB>≤1.5, 1.0≤m<SB>1</SB>+n<SB>1</SB><2.0, 0.2≤m<SB>1</SB>/(m<SB>1</SB>+n<SB>1</SB>)≤1.0, 0≤p<SB>1</SB>≤1.5, and 1.0≤m<SB>1</SB>+n<SB>1</SB>+p<SB>1</SB>≤3.0].
