<p><P>PROBLEM TO BE SOLVED: To appropriately present highly useful content. <P>SOLUTION: Based on a use history database that accumulates user history information and content in association with each other, content patterns for which the numbers of users using all the content included in the content patterns exceed a predetermined number are selected from content patterns possible as combinations of content included in a content set. Next, users who have used, at a rate higher than a predetermined rate, the content used by users at a higher frequency of use than a predetermined frequency of use, are selected from users who have used all the content included in each of the content patterns.
