A data modifying system for improving a data compressing ratio with modifying a frequency of a reference clock and a data compression method applied to the system are provided to simultaneously perform data compression and frequency improvement of a reference clock, thereby improving an actual compression ratio. A data compressor(110) receives input data by synchronization with an input reference clock. The data compressor compresses the input data from a 1/t ratio. t is a greater number than 1. The data compressor produces the input data as system data. The data compressor outputs system the system data with synchronization of the system clock. A frequency generator(160) produces the input reference clock by the system clock by modulation of the input reference clock. The system clock has a frequency which is k times larger than the input reference clock. k is a bigger number than 1. |
