PROBLEM TO BE SOLVED: To expand an area in which information used by a user is shared. SOLUTION: An information content analysis unit 20 which analyzes contents of information held by an onboard device 200, an area setting unit 40 which sets a first vehicle group area in which the onboard device holding information on a predetermined content exists at a relatively high ratio and a second vehicle group area in which the onboard device holding information on the predetermined content exists at a relatively low ratio based on results of the information content analysis, an object vehicle prediction unit 50 which predicts an object vehicle that moves from the second vehicle group area to the first vehicle group area, and an information transmission and reception management unit 60 which allows the object vehicle that moves to the first vehicle group area to obtain information on the predetermined content from the onboard device of another vehicle that exists in the first vehicle group area are included.
