PROBLEM TO BE SOLVED: To provide a registration device (car-mounted device) reliably registering a radio communication terminal with a plurality of a close-range radio functions in a group at low cost and a radio communication terminal. SOLUTION: A car-mounted device 100 has a registration portion 120 registering a main terminal 200M of a plurality of radio communication terminals forming a group by using a telephone number of the main terminal 200M, a transmitter 130 transmitting a message 220 including a massage promoting a registration to the group if a predetermined condition is met and a telephone number 230 of the main terminal 200M, a receiver 140 receiving a message 240 including a car-mounted device unique number 115 and a telephone number of a sub terminal candidate 200S1 which is a new radio communication terminal, and a controller 150 controlling to register the sub terminal in the group when car-mounted device unique number information included in the message 240 received matches the car-mounted device unique number 115 stored in a storing portion 110.
