<P>PROBLEM TO BE SOLVED: To provide a paper conveying device, an image forming device and a program capable of suppressing the variation of tension given to paper regardless of a dimension in a direction perpendicular to a conveying direction of the paper being an object to be conveyed. Ž<P>SOLUTION: The paper conveying device is provided with a back tension roller 70 arranged on an upstream side in a conveying direction more than an arrangement position of a pair of main conveying rollers for clamping and conveying the continuous paper P; and a plurality of pads 72 constituted so as to contact with and separate from the back tension roller 70, and arranged so as to be aligned in a direction perpendicular to the conveying direction and giving tension to the continuous paper P between the pair of main conveying rollers by clamping the continuous paper P with the back tension roller 70. By an operation panel, the dimension in the direction perpendicular to the conveying direction of the continuous paper P is obtained, and by a cam 78, the pad 72 corresponding to an area specified based on the dimension and not contacting with the continuous paper P in the back tension roller 70 is separated from the back tension roller 70.
