A radio communication device includes: reception means which receives a cognitive signal containing system information on a plurality of systems; metric means which prepares metric information indicating relationship degree of a local device with a communication system to which the local device does not belongs; state judgment means which judges whether transmission by the local device is to be limited according to the system information and the metric information; and transmission means which transmits a signal by a predetermined radio resource when the transmission by the local device is not inhibited.
