It is made possible for a member of a company to enter other company without using the member's personal information and performing troublesome procedures when the member visits the other company. A card terminal (1) installed at the exit gate of the member's company issues an ID when the member of the company visits other company and registers the ID in a management server (2) and writes the ID into an ID card (3). A card terminal (1) installed at the entrance gate of the other company reads the ID from the ID card (3) and makes the management server (2) compare the ID with the ID registered when the member left the gate of the member's company and permits the entrance when the ID is the same as the one registered when the member left the gate of the member's company and prohibits the entrance when the ID is not the same as the one registered when the member left the gate of the member's company. Since all the member has to do when the member visits other company is carry the ID card (3) and make the card terminal (1) installed at the entrance gate of the other company read the ID from the ID card (3), the member can enter the other company without using personal information and performing troublesome procedures at the entrance gate of the other company.
