PROBLEM TO BE SOLVED: To provide a gas vessel manufacturing method, a gas vessel manufacturing device and a gas vessel, for preventing white turbidity of a fiber reinforced resin shell and generation of a discharge sound of staying gas. SOLUTION: A lower winding layer is formed by winding impregnated fiber Fb being reinforced fiber impregnated with resin on an outside surface of a resin liner 2 of the gas vessel 4, and a surface-winding layer is formed by winding unimpregnated fiber Fa being reinforced fiber unimpregnated with resin on its lower winding layer. The resin oozed out of the impregnated fiber Fb of the lower winding layer, is impregnated into the unimpregnated fiber Fa of the surface-winding layer by winding, and afterwards, the fiber reinforced resin shell 3 is formed by hardening the resin of the lower winding layer and the surface-winding layer. Thus, the thickness of a resin layer formed in the outermost layer of the fiber reinforced resin shell 3 is thinned, and gas permeability of the fiber reinforced resin shell 3 is improved.
