PROBLEM TO BE SOLVED: To deliver data recovered by an HARQ entity to a high-order layer in a CDMA system in correct order. SOLUTION: Packets are received from the HARQ entity by a rearranged entity, and a missing packet is detected among the received packets. The packets are transmitted according to an allocated transmission sequence number (TSN) in order, the missing packet is detected according to the TSN of the received packet. Since a high-order layer expects data in correct order, the transmission of packet received after the missing packet is stopped. Then, the HARQ channel used to transmit the missing packet is continuously removed, thereby, it is decided whether each missing packet is continuously received from the HARQ entity or lost.
