PROBLEM TO BE SOLVED: To diagnose whether a non-response of a transmission on the side of a transmission slave station is caused by an abnormality of a power source on the side of the slave station or caused by an abnormality of a host processor on the side of the slave station. SOLUTION: When an abnormal diagnosis control means 101 outputs an operation check command with an operation check code D1 and a check parameter D2 added, a local processor operation check means 102 receives the command and performs an operation check with respect to a local host processor 1.
