An apparatus of encoding an image and an apparatus of decoding an image are provided to perform selective prediction encoding, thereby guaranteeing an improved compression rate. A residue generator(190) selectively performs prediction encoding in correspondence to a mask about conversion coefficients of a current block. The residue generator produces residue data of a current block. A quantization unit(155) quantizes the residue data of the current block. An entropy encoder(157) produces a bit stream by the entropy encoding of the quantized residue data of the current block.
