SOLUTION: A cluster processing part 104 generates a cluster from an identifier (content ID) of a content users have accessed by record (behavior history) of a plurality of accessed URL (behavior specification information) stored in a behavior history storage part 103 classifying similar users (user ID) with the URL of Web pages collected by, for example, a user terminal device 131 having accessed the Web page prepared on the Internet 120 as the behavior specification information. Also, the cluster processing part 104 associates users (user ID) classified as resembling with the generated clusters.
