An upper dielectric layer(104) is arranged on the top of the scan electrode and the sustain electrode. The upper dielectric layer limits the discharge current of the sustain electrode and the scan electrode. The upper dielectric layer insulates the scan electrode and the sustain electrode. The protective layer is formed on the top of the upper dielectric layer. A lower dielectric layer(115) is formed on the top of the address electrode. A partition wall(112) is formed on the top of the lower dielectric layer.
