A surface light source device and a manufacturing method thereof are provided to simplifying the complicated process using alumina as a dielectric layer. A surface light source device(200) comprises an upper plate(210), a lower plate(220), a barrier member(230), an epoxy mold compound part(240), a conductive metal part(270) and a fluorescent substance. The barrier member forms the discharge space by being inserted between the upper plate and the lower plate. The epoxy mold compound part is used to seal the upper plate and the lower plate. The discharge electrode generates the electric field to discharge the discharge gas within the discharge cell space. The conductive metal part electrically connects the discharge electrode with the outside of the domain segmented with the epoxy mold compound part. The fluorescent substance emits the visible ray with the gaseous discharge. The surface light source device is comprised of the discharge cell of one or more unit. The electrode layer of the surface light source device is made of aluminum.
