PROBLEM TO BE SOLVED: To improve user's convenience without requiring a user to intentionally and selectively use a plurality of pieces of terminal identification information when a portable terminal can be connected to any of a plurality of networks. SOLUTION: A communication controller is disclosed which controls the communication of the portable terminal which can be connected to either of a single main network and a single or a plurality of subnetworks, and is equipped with: an identification information storage part which stores integrated identification information including main identification information and sub-identification information for each subnetwork; a jurisdiction network registration part which registers the jurisdiction network of the portable terminal; a call control information receiving part which receives call control information; an identification information extraction part which extracts the main identification information or the sub-identification information included in the call control information; a portable terminal specification part which specifies the portable terminal by determining matching between the extracted main identification information or subidentification information and the integrated identification information in the identification information storage part; a jurisdiction network specification part; and a call control information transfer part which transfers the call control information to a communication controller of the jurisdiction network.
