An offline charging system and method is provided. The method includes: configuring a content charging gateway (5) in a packet data network (6); a packet data service node (1) analyzing an offline charging user, and routing the message of the offline charging user to the content charging gateway (5); the content charging gateway (5) analyzing the offline charging message, and according to the analyzed service type using the corresponding charging rule to calculate the charge, reporting the obtained charging information to an authentication, authorization and accounting server (3); the authentication, authorization and accounting server (3) producing the offline charging bills according to the information reported from the content charging gateway (5).
