PROBLEM TO BE SOLVED: To make it possible to discharge a fluid of charged fine particles without interrupting the flow of an ion wind. SOLUTION: An electrostatic atomizer 14 consists of a discharge electrode 2, a liquid supply means 1 that supplies a liquid into the discharge electrode 2, a counter electrode 4 disposed in opposite to the discharge electrode 2, an enclosure 3 that encloses the discharge electrode 2 in its inside and supports the counter electrode 4, and a voltage application part that applies a high voltage between the discharge electrode 4 and the counter electrode 4. This atomizer is adapted so that the above liquid supplied into the discharge electrode 2 by the applied high voltage is electrostatically atomized at the distal end of the discharge electrode 2 to produce a fluid of charged fine particles, and the charged fine particle fluid is passed from the forward end of the discharge electrode 2 through the counter electrode and discharged. At the forward end of the enclosure 3, a cylinder the inside of which forms a discharge path 13 of an ion air containing the fluid of charged fine particles is formed, and the cylinder is charged with the fluid of charged fine particles.
