A conductor layer, a horn antenna using the same, and a manufacturing method thereof are provided to increase a gain of an antenna by using a conductor layer formed on a supporting device. A supporting device(100) is made of nonconductive material. The supporting device has thickness of 0.1~10mm. A conductor layer(110) is formed on the supporting device in order to improve a gain of an antenna. The conductor layer is formed into the same direction as a polarization direction of the antenna. The conductor layer is formed into a straight line or grid structure. The conductor layer has width of 0.5~2mm and thickness of 0.1um~0.5mm. A gap between lines of the conductor layer is 1/4lambda ~ 1lambda of an operating frequency wavelength.
