The device has a directional axle (1) that is in pivoting connection with a framework. Supporting arms for supporting front wheels are in connection with the axle. A speed limiter (8) limits oscillations of a double torsion spring (23), and is positioned between the directional axle and a cross-bar (25). The spring applies centrifugal force between a stopper (21) and the supporting arms, and is inserted in an oblong hole of the supporting arms. The speed limiter is positioned and screwed on a support plate (12) fixed to the directional axle.
