PROBLEM TO BE SOLVED: To lessen discharge stress of an image carrier, to increase electrifying speed while contriving space saving, and to achieve uniform electrification. SOLUTION: A plate electrifier 44 is arranged on a downstream side in rotating directions of an image carrier 12 and an electrifying roller 42. The plate electrifier 44 includes a plate electrode 45 made a rectangular plate, and voltage obtained by superposing AC voltage on DC voltage is applied to the plate electrode 45. The plate electrode 45 is proximately arranged (hereinafter, this position is referred to as a counter proximate position P0) in such a state that one end side 45A does not come into contact with the image carrier 12, and is arranged so that the plate electrode 45 itself may be inclined to the downstream side in the rotating directions of the image carrier 12 and the electrifying roller 42.
