IPTV CHANNEL SWITCHING DEVICE AND METHOD USING SCALABLE VIDEO CODING

A channel switching apparatus of IPTV using SVC and a method thereof for supplying fast response speed by receiving basic information of the channel in a channel preview mode are provided to reduce a zap time when channel conversion by supplying a channel conversion mode by using basic information. An input unit(10) inputs channel information. A receiving unit(20) receives TV signaling information of the inputted channel. A channel pool setup unit sets up a channel pool by receiving basic information. If a user selects a channel, a channel controller receives enhancement information. A channel controller receives basic information and extent information. A decoding unit(50) displays TV signal information by the selected channel.
