PROBLEM TO BE SOLVED: To obtain a handover control method for determining necessity of handover so that connection to a base station providing specific service takes precedence. SOLUTION: When a base station 1 communicating with a mobile station 4 recognizes that the quality of a radio signal transmitted from the station is deteriorated and falls below a prescribed detection threshold and determines that a base station 3 for providing service exists in a user group to which the mobile station 4 belongs, the base station 1 preferentially selects a base station 3 as a candidate of a handover destination base station, specifies a prescribed high-speed execution determination condition set so that handover is executed more quickly than usual, and notifies the mobile station 4 of the specification.
