PROBLEM TO BE SOLVED: To reduce operation force for rotating an external gear of a rotation stopper to an internal gear. SOLUTION: In this rotation stopper, a bearing member 60 overhanging in a hole of a through-hole 22 formed in the axis 21r of the external gear 21, is installed in a hole of a through-hole 12 formed in the axis 11r of the internal gear 11. The bearing member 60 can integrally axially move in the rotational direction to the internal gear 11. Wedge members 30 and 30 stop rotation by meshing by pressing the external gear 21 to the internal gear 11 by force of entering a narrowing clearance by energization between an inner peripheral surface of the through-hole 22 of the external gear 21 and an outer peripheral surface of the bearing member 60. The bearing member 60 is pushed out to the outside of the through-hole 22 by pushing a rotatable pin member 50 in the axial direction in the internal gear 11, and the wedge members 30 and 30 engage with the pin member 50 pushed in the through-hole 22 instead of the bearing member 60, so that the energizing movement of the wedge members 30 and 30 is regulated, and a rotation stopping state by the wedge members 30 and 30 is released.
