A replacing unit of a pipe and a valve and a replacing device of a pipe and a valve including the same are provided to minimize the range of blocking fluid by blocking the inside of a pipe which is adjacent to an object when the object including the pipe and a flow adjusting valve joined on the pipe. A replacing unit(200) of a pipe and a valve is used when one pipe is replaced among hollow pipes connected to each other or a flow adjusting valve joined between the pipes is replaced. A replacing unit of a pipe and a valve comprises a sleeve(210), a moveable member, and a driving unit. The sleeve is formed in a hollow form. The sleeve is detachably mounted on the pipe. The moveable member is formed in a specific direction to be long. The moveable member comprises a first engaging part(221), and a second engaging part(222). The first engaging part is inserted into the sleeve to be reciprocated. The first engaging part is joined with a pipe breaker(100) for closing the inside of the pipe. The second engaging part is joined with a scraper for removing the scale adhering to the inner circumference of the pipe. The driving unit reciprocates the moveable member. The pipe breaker and scraper are selectively coupled on the moveable member.
