A pipe blocking device is provided to replace a pipe or a flow adjusting valve with minimizing the blocking of fluid by easily blocking the pipe to be replaced or the inside of the pipe which is adjacent to the flow adjusting valve. A pipe blocking device blocks the inside of a pipe to block the flow of the fluid inside the pipe(11). The pipe blocking device comprises the expansion member(10), a pressing member(30), and a drive moveable member(40). The expansion member is inserted inside the pipe. The expansion member is able to be expanded in a diametric direction of the pipe. The expansion member blocks the inside of the pipe in expansion. The pressing member is installed inside the expansion member to move linearly in the diametric direction of the pipe. The drive moveable member is connected to the pressing member to move linearly between a pressed position and a pressed cancellation position.
