This object aims to carry out the genuine/counterfeit judgment of an item to be certified. A genuine/counterfeit identification chip, where genuine/counterfeit identification information impossible to duplicate is stored, is undetachably attached to a certificate. A confirmation chip, where genuine/counterfeit identification information encrypted with an encryption key of a certificate issuer is stored, is undetachably attached to an item to be certified. When [whether the item to be certified is genuine or counterfeit/genuineness and couterfeitness of the item to be certified] is identified, the encrypted genuine/counterfeit identification information of the confirmation chip is decoded with the encryption key of the certificate issuer and the decoded information is compared with the genuine/counterfeit identification information stored at the genuine/counterfeit identification chip of the certificate.
