<p><P>PROBLEM TO BE SOLVED: To provide a packet multiplexer which restores compressed header packets without reducing the degree of success in a transmission line for multiplexing a packet with a variable length to the transmission slot with a fixed length and transmitting it, and to provide a packet multiplexing program. <P>SOLUTION: The packet multiplexer 1 stores packets set to a compression mode or a non-compression mode for each input flow in a container composed of a block with a variable length, and stores the container in a transmission slot composed of a block with a fixed length for transmitting the packets.
