PROBLEM TO BE SOLVED: To control transmission priority by group of terminals. SOLUTION: This radio communication system includes an ASN 2 and a CSN 1. The ASN 2 includes base station devices B1, B2, which communicate with the terminals A1-A4 by radio. In the CSN, a group priority storage means 14 stores correspondence between groups and the priority regarding the terminal devices, a group priority transmitting means 14 transmits information on the correspondence between the groups and the priority to the ASN. In the ASN, a group priority receiving means 11 receives the information on the correspondence between the groups and the priority from the CSN, a terminal priority acquisition means 11 acquires information specifying the correspondence between the terminal and the priority based on the received information and the information on the correspondence between the terminals and the groups. In the base station device, a scheduling means assigns communication areas used in radio communication with the terminal devices based on the priority to be specified by the acquired information.
