PROBLEM TO BE SOLVED: To provide a steel wire exhibiting excellent twisting properties in the range form -40°C to ordinary temperature, and particularly useful as the stock for a torsion bar for a sheet belt, and to provide a method useful for producing the steel wire. SOLUTION: The steel wire has a composition containing 0.02 to 0.10% C,≤0.3% (not including 0%) Si, 0.1 to 0.5% Mn, 0.01 to 0.06% Al and 0.001 to 0.020% P, and in which the content of S is suppressed to≤0.020% (not including 0%) and N to≤0.01% (including 0%), respectively, and the balance iron with inevitable impurities. A microstructure where the whole face of a ferrite base contains spheroidized carbide, and in which the degree of the spheroidized structure of the spheroidized carbide is No.1 to 2 prescribed in JIS G 3507-2.
