PROBLEM TO BE SOLVED: To dynamically update a radio parameter of a base station in accordance with a communication condition. SOLUTION: The base station used in a mobile communication system includes: a measurement means which measures statistic data on at least one of the number of users in a cell, a user distribution state, and a traffic amount; and a derivation means which derives a radio parameter value corresponding to the currently measured statistic data according to a predetermined relationship between the statistic data and the radio parameter.
