PROBLEM TO BE SOLVED: To provide an irregularity measuring apparatus and an irregularity measuring method capable of quantitatively measuring irregularities of a surface of a hole wall and improving the reliability of reinforcement of existing concrete structures. SOLUTION: The irregularity measuring apparatus 2 is provided with a rack 3; a slide axis part 4 slide-freely inserted in a guide hole 3a of the rack 3 to vertically move; and an irregularity measuring means for measuring the shape of irregularities of a surface of a hole wall 1b of an insertion hole 1a of an existing concrete structure 1. The irregularity measuring means is provided with both a first measuring means comprising both a contact 5a to come into contact with the surface of the hole wall 1b and a first displacement gauge 5 for measuring movement displacements of the contact 5a in a horizontal direction and a second measuring means comprising a second displacement gauge 6 for measuring movement displacements of the slide axis part 4 in a vertical direction. By vertically moving the slide axis part while bringing the contact into contact with the surface of the hole wall, it is possible to quantitatively measure the shape of irregularities of the surface of the hole wall along the depth direction of the insertion hole.
